1. Designing Public Organizations and Institutions: Essays on Coordination and Incentives
Abstract : This thesis consists of an introduction and four self-contained chapters that address issues of how organizations and institutions should be designed in order to provide adequate incentives and enable coordination. The first essay uses a multi-task principal-agent model to examine two reasons why coordination problems are common when public sector organizations share responsibilities: the incentives to coordinate resource allocation and the difficulties of measuring performance. Abstract : This dissertation studies issues related to the evaluation of the effects and interactions of transport and environmental incentive policy instruments. Essay 1: Green cars sterilize congestion charges: a model analysis of the reduced impact of Stockholm road tolls calibrates a modal-choice model with data from the Stockholm road toll and uses it to study the sensitivity of congestion toll effects to some seemly subtle changes in the toll system design and external circumstances. 4. From Welfare to Work : Financial Incentives, Active Labor Market Policies, and Integration Programs
Abstract : Essay I: I study the effects of increased social assistance (SA) generosity by exploiting exogenous variation induced by a ruling in the Swedish Supreme Administrative Court in 1993, mandating local governments to provide a minimum level of untied SA payments. The new rule forced some local governments to increase their SA generosity, while others were unaffected as they already complied with the stricter standards. READ MORE
