Abstract : Learning an additional foreign language (usually referred to as a third language, L3) after English (L2) in formal settings seems to remain relatively unsuccessful in the European context (European Commission 2012), despite the reported advantages from extensive language learning experiences. The second Abe Shinzo government (2012–2020) established new national security institutions and laws, reinterpreted the legal foundation for its alliances, revised the development aid charter, removed bans on weapon exports, and aligned explicit security, economic and development policies in broad initiatives across the Indo-Pacific region. How is professionalism constructed in this context?The research approaches professionalism as a critical concept: A list of aspired traits and features are always value-laden and concern the question of power.
